Jamie L. Ulmer’s career has been defined by service, leadership, and a commitment to building healthcare systems that work for the communities they serve. His leadership draws from experience across healthcare delivery, public health, and military service. Ulmer now serves as the President and Chief Executive Officer of Healthcare Network in Collier County.


Today, Ulmer leads a $100+ million healthcare system with more than 500 employees, serving one of the fastest-growing regions in Florida. Under his leadership, Healthcare Network has expanded access in communities long considered medical deserts, while strengthening accountability and ensuring long-term sustainability.


In just three years, Ulmer secured more than $20 million in state appropriations and philanthropy to build a new comprehensive health center in eastern Golden Gate Estates, a community with no primary care providers, which is expected to serve 40,000 patients annually. He has also launched Family Medicine and Pediatric Dental residency programs to address workforce shortages and expanded services, including OB telehealth for high-risk pregnancies, infusion therapy, addiction treatment, pediatric dental IV sedation, and Southwest Florida’s first school-based health clinic.


Before joining Healthcare Network, Ulmer led community health systems and held senior public health roles at the state level and through his service with the U.S. Army. He is a retired U.S. Army Medical Service Corps officer with multiple combat deployments culminating in the award of the Bronze Star, an experience that continues to influence his disciplined, mission-driven approach to healthcare leadership.


Beyond operations, Ulmer helps shape healthcare policy at the state and national levels through board service with the National Association of Community Health Centers and the Florida Association of Community Health Centers.
